State Cyber Protection Center of the State Service of Special Communications and Information Protection of Ukraine launches new DDoS protection services for government agencies

The State Cyber Protection Center of the State Service of Special Communications and Information Protection of Ukraine (SCPC SSSCIP), with support from the USAID Cybersecurity Activity for Critical Infrastructure in Ukraine, conducted a seminar for nearly 50 government institutions, presenting cybersecurity services and new modern solutions for DDoS attack protection.

"New cybersecurity solutions from the State Service of Special Communications and Information Protection of Ukraine will allow government bodies and organizations to become more secure. We urge colleagues from the public sector to make the most of these opportunities to defend more effectively against hostile cyberattacks," emphasized Yurii Myronenko, Head of the State Service of Special Communications and Information Protection of Ukraine, during the event opening.

He thanked the USAID Cybersecurity Activity for Critical Infrastructure in Ukraine for the software products and service support, as well as for jointly conducting the event.

Ann Hopper, Director of the USAID Mission's Office of Democracy and Governance in Ukraine, emphasized that the United States firmly supports Ukraine in its fight against Russian full-scale invasion, including cyberspace.

“Cybersecurity is not just about protecting data. It is about ensuring the stability and reliability of essential services that millions of Ukrainian citizens depend on every day. In order to ensure this, USAID supported SSSCIP in advancing its technical capabilities to protect 70 state Internet resources and web services from DDoS attacks and plans to support it further to secure another 170 resources by integrating them into the National DDoS Scrubbing Facility,” emphasized Ann Hopper.

According to Oleksii Dorofieiev, Acting Head of the SCPC SSSCIP, implementing the most modern technologies, tools, and practices in conditions of constant aggression in cyberspace is a necessary condition for ensuring stable operation of state information systems and providing services to citizens. That is why the SCPC SSSCIP is constantly working on developing cybersecurity services provided by the center.

New technical solutions for DDoS protection are based on the most advanced technologies from global cybersecurity market leaders - Radware and Akamai Technologies. These companies' products provide effective detection and blocking of various cyber threats at different levels. Moreover, such protection systems can be deployed using both "on-premises" and cloud solutions. Alternatively, there is an option to use a hybrid version of the service that includes both components.

According to Oleksandr Rudenko, Deputy Head of the SCPC SSSCIP Department, key advantages of cloud services include: the ability to quickly connect an object in just a few hours and the ability to connect a large number of web resources in a short period, the most complete functionality, including a user dashboard where you can track what's happening with the systems in real-time.

On the other hand, hybrid and "on-premises" DDoS protection systems allow receiving services in accordance with the Cabinet of Ministers of Ukraine Resolution "On Approval of the Procedure for Providing Services of the National Center for Reservation of State Information Resources" No. 522 dated May 3, 2022. In addition, the "on-premises" protection systems provided by the SCPC SSSCIP have a certificate of compliance for the comprehensive information protection system (CIPS), which may be a necessary condition for many clients.

Representatives of the SCPC SSSCIP are ready to provide detailed consultations on the advantages of different approaches to building DDoS protection systems and help determine the optimal solution.

The seminar participants were also presented with other cybersecurity services provided by the SCPC SSSCIP: secure internet access, backup and archiving of state electronic information resources, email protection and traffic filtering, vulnerability testing of systems and networks, DNS protection, security level assessment, and many others.
