The history of the State Cyber Protection Center began on January 1, 2007, with the establishment of the State Service of Special Communications and Information Protection of Ukraine in accordance with the Law of Ukraine On the State Service of Special Communications and Information Protection of Ukraine.

At that time, the State Cyber Protection Center functioned as an independent structural unit of the State Service of Special Communications and Information Protection of Ukraine Administration - the Department of Information and Telecommunication Systems Security.

During 2007-2009, the Computer Emergency Response Team of Ukraine was established in the unit. ( CERT-UA).

In 2009, just two years after its creation, CERT-UA received accreditation in the Forum for Incident Response and Security Teams ( FIRST). This provided an opportunity to work alongside, at that time 326 Computer Incident Response Teams (CERTs) from 73 countries.

Since February 1, 2010, the State Cyber Protection Center has been functioning as a separate legal entity in the general structure of the State Service of Special Communications and Information Protection of Ukraine.

Due to rapid development and expanding role, the organizational and staffing structure and the name of the State Cyber Protection Center have changed:

In 2010, the State Information Resources Protection Center of the State Service of Special Communications and Information Protection of Ukraine (SIRPC of the State Service of Special Communications and Information Protection of Ukraine);

In 2012, the State Information and Telecommunication Systems Protection Center of the State Service of Special Communications and Information Protection of Ukraine (SITSPC of the State Service of Special Communications and Information Protection of Ukraine);

In 2015, the State Cyber Protection and Countering Cyber Threats Center of the State Service of Special Communications and Information Protection of Ukraine (SCPCCTC of the State Service of Special Communications and Information Protection of Ukraine);

And in 2018, the State Cyber Protection Center of the State Service of Special Communications and Information Protection of Ukraine (SCPC of the State Service of Special Communications and Information Protection of Ukraine).

In 2012, CERT-UA was accredited by the International Multilateral Partnership Against Cyber Threats (IMPACT), a specialized security agency of the International Telecommunication Union.

As of May 9, 2018, the powers of the State Cyber Protection Center and CERT-UA in the field of cyber security have been enshrined in law.

By Government decisions in December 2020, the State Cyber Protection Center was appointed responsible for a pilot project to implement a set of organizational and technical measures to identify vulnerabilities and shortcomings in information and communication systems in which state information resources are processed as well as providing a robust cyber response capability. In February 2021, the Center was charged with security administration of the National Backing-up Center of State Information Resources.

The State Cyber Protection Center of performs its tasks in the structure of the State Service of Special Communications and Information Protection of Ukraine.

The owl is among the most cunning birds found in all regions of Ukraine. It is a lethal and elegant hunter possessing its endemic 270-degree rotating head, incredibly sharp eyesight, pronounced hooked beak, and razor-sharp claws. The owl symbolizes knowledge, insight, and readiness for action.

The shield on the map of Ukraine represents cybersecurity tools of the State Center, the key signifies its essential role in National information infrastructure protection, and lightning symbolizes its speed of communication and response to cyber incidents and cyberattacks.
